Tech support made no mistake. This has been discussed many times. Almost all studio flash units use variable voltage control, and indeed the duration gets longer as you reduce power.

The first question is, did you meter you lights? Second, what was the metering of the ambient light? Most of the time you will want to take the shot at the peak of the jump to to totally freeze the action. If you want some ambient light to register, taking the shot at the peak of the jump is key.
