I have two B1600's.

One of the units flashes but on the full setting the output is low.

Is it worth the time to swap out the flash tubes or is this indicative of another issue ?

Output energy is not derived from the tube, so it is not the tube. They either work or don't. If there is nothing plugged into the RJ11 telephone jack, then that unit will need to be serviced.
