You're right, it does. If you go to the page for just the boom (085BSL), the specifications list it as a 44 lb counterweight. I think Manfrotto's website also lists it as 20 kg.

I was thinking about it, and I didn't believe mine was that heavy, so I checked, and it definitely isn't 44 lbs - must only be 15 too.
