My cyber commander now is in some form of bracketing mode, when I have al of the lights selected. is there a way to turn this off?

Since you can pretty much only be adjusting a collectgion of lights, that is flash exposure "bracketing" by definition. That is a bracket flash screen, and cannot be turned off unless you switch to a specific channel (GRP will also display "bracket flash").

It is, however, manual bracketing and not autobracketing as you may be familiar with in your camera. So, if you do not make a change in power, no change will happen.

Looks like you have the CC left joy stick set to "ALL". That's what this mode and Group Modes are for . . . . to bracket and meter all, or a specific group, of lights. Scroll out of ALL or Group into any of the channels and the issue goes away . . . that's how CC is designed to work.
