The CC works like it should when it is off the hot shoe, but when it is on and I only want to fire the selected channel when I press the shutter, it sends a signal to all 16 channels. Is this common? I assumed that the CC would take the signal from the camera and send it only to the channel I selected, not all of them?
My intention was to use three lights covering three zones in a stretch of space, so when the subject moves through each one of those zones, I can move the channel over to fire off an individual light, not all of them.

That is normal function of the CC. This saves you from always having to go back to ALL if yoou need to tweak only one light. What you are wanting can be acomplished via group (GRP) settings. You can have up to 8 Groups, with 1 to 16 lights in each. Any one light can be in 0 to 8 groups. When groups are selected, only the lights in that group will fire, even from the hotshoe or PC terminal. I suggest starting with group 8 and working backwards. This makes it easier to scroll to from ALL.
