Can the CC be used as a standard light meter to get proper exposure, if you aren't using any kind of flash or strobe?

Yes, the Cyber Commander can be used as an ambient incident meter. However, if this is the sole purpose of purchasing the Cyber Commander, you may consider another meter. However, if you just need to occasionally take an ambient reading, and already have a Commander, it will work fine.
